Overseas Pakistanis Can Now Apply for PM Apna Ghar Housing Finance Scheme

The Government of Pakistan has expanded the Wazir-e-Azam Apna Ghar Program – Ghar Ho Tu Apna, giving Overseas Pakistanis and Non-Resident Pakistanis (NRPs) access to affordable housing finance under the national homeownership initiative.

The State Bank of Pakistan (SBP) announced the latest changes through an official circular after the government approved a new multi-channel implementation strategy. As a result, the program now offers broader access to housing finance while streamlining the loan application process for eligible applicants.

What’s New?

Overseas Pakistanis Are Now Eligible

For the first time, Overseas Pakistanis and NRPs holding a valid NICOP or POC can apply for subsidized housing finance through Participating Financial Institutions (PFIs).

Consequently, Pakistanis living abroad can now invest in residential property while benefiting from the government’s affordable housing finance initiative. This expansion also strengthens opportunities for overseas investment in Pakistan’s formal housing sector.

Financing for Private Housing Projects

In addition to financing individual homes, the revised framework now allows banks and other PFIs to finance approved private developer-led housing projects.

This policy encourages greater private sector participation and, at the same time, increases the supply of quality residential developments across Pakistan.

Easier Access for Government Employees

Government employees will also benefit from a simplified application process.

Participating Financial Institutions (PFIs) can now arrange department-level bulk processing, making it easier for public sector employees to apply for housing finance collectively through their respective departments.

Faster Loan Processing

To improve customer experience, the State Bank has instructed banks and the House Building Finance Company Limited (HBFCL) to complete the credit approval process within 15 working days after receiving a complete application.

The shorter processing timeline is expected to reduce delays and improve access to financing for eligible applicants.

Why This Matters

Pakistan continues to face a significant housing shortage, and expanding access to affordable financing remains a key government priority. By including Overseas Pakistanis and introducing new financing channels, the revised framework aims to:

  • Increase overseas investment in Pakistan’s housing sector.
  • Support residential construction and formal real estate development.
  • Improve homeownership opportunities for a wider segment of society.
  • Simplify financing for government employees.
  • Encourage faster loan approvals through participating banks.
